Key News Network video shows roadway flooding and vehicles traveling through standing water at the intersection of Ranchito Avenue and Roscoe Boulevard in the Panorama City neighborhood of Los Angeles shortly after midnight Wednesday morning.

The National Weather Service predicts periods of rain through Friday with 2-4 inches for the coasts and valleys, and 4-8 inches in the foothills and mountains.

Widespread flooding will impact the burn scar areas in particular, with a risk of debris flow especially in the South Fire area in Ventura County.

There is also a remote risk of small, short-lived tornadoes, according to the NWS. Strongest wind gusts are predicted for the mountain areas.
